Ukrainian poultry meat producers not to incur losses from introduced ban for import to Russia - expert

Ukrainian poultry meat producers will not incur substantial losses from an introduced ban for import of animal products to the Customs Union member countries (Russia, Belarus, Kazakhstan), this opinion was expressed by head of the Union of Poultry Breeders of Ukraine Oleksandr Bakumenko.

On the whole, introduction of a temporary ban for import of meat products to the Customs Union member states is not critical, the expert notes. "For instance, it is critical for Ukrainian cheese producers, where 60% of the market falls on Russia (Russian dairy producers initiate limitation of Ukrainian cheese import). And this is a business mistake, since it is oriented to one country. It is unpleasant for us, but I do not see anything critical in it. We will work as we worked," Oleksandr Bakumenko said.

According to the Head of the Union of Poultry Breeders, a substantial share of Ukrainian poultry meat export falls on Kazakhstan. Also, Ukraine exports this product to Iran, Armenia, Georgia, Azerbaijan and UAE.

In the meantime, the Head of the Union of Poultry Breeders of Ukraine believes that a number of objective and subjective reasons existed for the introduction of the ban for import of Ukrainian animal products to Russia. "There are objective reasons, they exist on a number of enterprises, mainly engaged in processing of beef and pork, which really do not comply with requirements of the Customs Union and other countries. There are subjective reasons too - administrative barriers. They are related, primarily, to the (European) vector, which was chosen by Ukraine," Oleksandr Bakumenko says.

At the same time, the expert hinted at possibility of the prejudice on the part of Russian inspectors as regards import of Ukrainian animal products. According to him, it is surprising that Ukrainian poultry breeding enterprises have successfully underwent three EU commissions for possibility of supplies to Europe, where there is a high level system of quality and security control, and they failed to undergo Russian inspections.

According to him, still by the end of 2011, Ukrainian producers (two to three poultry meat companies and two to three companies, engaged in production of eggs and egg products) could get an access to the European market.

According to a statement of the Russian Rosselkhoznadzor of July 12, 2011, due to non-compliance with fulfillment of veterinary-sanitary requirements and norms of the Customs Union and Russia, the veterinary bodies of the Customs Union member states (Russia, Belarus, Kazakhstan) decided to introduce temporary restrictions for import of animal products for a number of Ukrainian enterprises to the Customs Union member states.
