The governor of the province of Katanga, in the Democratic Republic of Congo has offered 14 million hectares to international investors and agricultural producers for agricultural production. The land is for free and those who come to farm will be given tax breaks. The province is 70% food self sufficient and if idle land is used productively then it is possible to lower the overall food dependence of the Congo to potentially zero. Welcoming investment is the opposite of what is visible in Ukraine.
