President Yanukovich made a major policy statement on April 6 saying that he supports foreign ownership of Ukrainian agricultural land. For him the only criterion is that foreign and domestic agricultural land owners must use the land for agricultural purposes. If the government implements this policy it will go against the grain of national sentiment and certainly against the wishes of most Ukrainian land bureaucrats. The president also said yesterday that he is against export quotas of any kind but would support export duties as a way to ensure lower domestic prices and strengthen government revenues. We hope both policies are implemented.
