Parliament is split on the law governing export quota auctions

On Monday April 4 Ukraine’s Parliamentary Agricultural Committee recommend that Parliament adopt a draft law governing export quota auctions. And given that both Parliament and the Ag. Committee are controlled by governing party the law was adopted in first Draft. However on April 6 the Parliamentary legal experts recommended that the law be rejected because it violated Ukraine’s treaty obligations. Specifically the experts said the draft law violates article VIII of GATT which Ukraine adopted as part of the Acession to the WTO, and Ukraine’s Law on International Economic Activity. Further the draft law provides no clear and transparent procedure that the State Customs Committee should follow in conducting the auctions.
