Government offers grain export quotas

A draft law on amending the tax code of Ukraine and setting the rates of export duties on some types of crops has been registered in the Verkhovna Rada, according to the parliament's official website.

Last week the Cabinet of Ministers adopted a relevant document which suggested introducing export duties on wheat, a mixture of wheat and rye, emmer wheat - 9%, barley - 14%, corn - 12%.

The Cabinet on March 30 extended quotas on grain exports until July 1 this year. The volume of quotas increased by 2 million tons of corn.

On December 8, 2010, the Cabinet extended quotas for the export of grain until the end of March 2011. The government's decision increased quota for the export of wheat by 500 thousand tons and corn by 1 million tons.

The Cabinet, for the period until December 31, 2010, imposed quotas on exports of wheat and a mixture of wheat and rye (meslin) in the volume of 500 thousand tons, corn 2 million tons, barley 200 thousand tons, rye and buckwheat 1 thousand tons each.

EU and U.S. grain traders have expressed concern over the government's interference in the grain market, setting quotas and their non-transparent distribution.

On March 29 first deputy chief of the Presidential Administration Iryna Akimova said that Ukraine intends to replace grain market non-tariff measures (export quotas) by tariff regulation measures.
