Ukraine. Rada permits using financial bills to restructure budget debts

The Verkhovna Rada of Ukraine permitted using financial bills for restructuring of budget debts.
As reported by a Ukrinform correspondent, 246 people's deputies supported in principle and in full the draft law on amendments to the Law of Ukraine "On the State Budget of Ukraine for 2013" (in the part of restructuring the budget indebtedness).
As the explanatory note reads, the documents proposes to add the Law of Ukraine "On the State Budget of Ukraine for 2013" with a new article 22, in compliance with which the Cabinet of Ministers gets a right to restructure actual budget indebtedness that has emerged as of January 1, 2013, on addenda to the state budget, determined by it. For this, financial treasury bonds will be issued on voluntary basis in the volumes and according to the procedure, established by the government, also, the VAT funding from the budget through the issue of financial treasury bills in the procedure, determined by the Cabinet of Ministers of Ukraine.
According to experts, using a mechanism of financial treasury bonds will allow partially reducing a pressure on the state budget of Ukraine.
