Arbuzov orders banks to credit sowing campaign

First Vice Prime Minister of Ukraine Serhiy Arbuzov has issued instructions concerning promotion of lending by commercial banks for spring field work.

He said this at a conference call on the issues of spring field works in 2013, the press service of the deputy prime minister reported.

"Therefore, at all levels it is necessary to strengthen the work with commercial banks on drawing credits, which should be sent in the first place, for the purchase of material and technical resources," Arbuzov said.

According to him, agricultural producers have received more than 4.7 billion UAH of credit funds, which is 1.3 billion UAH more than in the corresponding period last year. However, Arbuzov noted that this is only 63% to the required sum (7.5 billion UAH).

In this regard, following the conference call, Arbuzov asked Finance Minister Yuriy Kolobov, Minister of Economic Development and Trade Ihor Prasolov, Minister of Agricultural Policy and Food Mykola Prysiazhniuk, chairmen of regional state administrations and the chairman of the Council of Ministers of Crimea to strengthen work with commercial banks on raising loans for enterprises of the agro-industrial complex for the purchase of material and technical resources for spring field work.

In addition, the first deputy prime minister instructed Prysiazhniuk and Minister of Energy and Coal Industry Eduard Stavytsky to work out measures for the saturation of the petroleum products market to prevent an artificial shortage of fuel or an increase in fuel prices during the spring sowing and harvesting campaigns.

"To take steps to saturate the market with oil to prevent its artificial shortage and an increase in fuel prices during the fieldwork period," Arbuzov said.

He also drew attention to the need for increased cooperation of agricultural producers on the issues of forward purchases of grain of the current year's harvest. Arbuzov issued these instructions to the chairman of the Council of Ministers of Crimea, governors and the head of the State Food and Grain Corporation of Ukraine
