The state budget for 2013 provides 166.8 million for the domestic financial leasing of agricultural machinery. Besides, currently investment projects are working out to provide agricultural machinery import substitution from 20% to 40% over the next three years. This was announced by Mykola Prysyazhnyuk, the Minister of the Agrarian Policy and Food of Ukraine.

"We understand that farmers should be provided with modern technology to minimize losses during the harvest. However, it is difficult for small farmers to buy the necessary equipment alone. Therefore, the mechanism of financial leasing is one of the most effective. Thus, in 2013 from the state budget it was allocated 166.8 million UAH for domestic agricultural leasing programs," Mykola Prysyazhnyuk informed. The Minister has also said that currently the government is actively working the mechanisms of state support of the modern agricultural domestic production purchase improvement. Thus, according to the Economic Development Program for 2013-2014, this year it is provided increased funds on financial leasing. This will enable farmers to get more than 4000 modern agricultural machinery this year.

Meanwhile, the Minister has noted that the government has also approved a comprehensive State Program of technical policy in agriculture to 2015. This document is the basic for the agricultural machinery development.

"We set ourselves the task of producing a competitive modern technology at domestic plants and provide farmers with it at favourable prices. In particular, in 2013 it is planned to produce about 400 combine harvesters," Mykola Prysyazhnyuk emphasized.

Currently, domestic machine-building enterprise preferential loans are provided and favorable conditions for investment into modern high-technology production of the world level are created.
