In an unlikely development, Ukraine is starting to suffer flour shortages. Although the country has twice more milling wheat than it needs millers flour prices are controlled. Further farmers are not in a hurry to sell milling wheat and together with higher operating costs because of increased energy prices, flour production is plummeting. This has led to a flour shortage. The government says news reports regarding the shortages are negative and are leading to panic buying which makes the situation worse.
