A Ukrainian legal expert, Denis Buhai, believes that the soon to be adopted Land Market Law will not lead to development of a land market because it will favor lessors at the expense of lessees. For example he points to articles in the law which allows current lessors to privatize land in excess of what is currently legally allowed, namely 100 hectares. The proposed draft will allow full privatization of all land currently leased. This will of course be a tremendous capital gain for the holdings.
