Scientists propose creating special grain clusters to Ukraine, Russia and Kazakhstan - EDB

A stimulator for the grain market development of Ukraine, Russia and Kazakhstan, who are among the world leaders, may be the coordinated policy of the sector development.

Scientists of the Center for Integration Studies of the Eurasian Development Bank (EDB) jointly with experts of the Kazakhstan Union of Grain Processors and Bakers, the Institute of Economics and Forecasting under the National Science Academy of Ukraine and the Russian Grain Union came to such a conclusion, UKRINFORM reports citing the Prime.

“The Common Economic Space countries and Ukraine recently have occupied strong positions on the world grain market. The share of Kazakstan, Russia and Ukraine in the world trade over recent five years made up on average on barley - 36.3%, on wheat - 21.5%, on corn - 7.7%,” the EDB informs.

At the same time, the experts accentuate attention on incomplete organization of the economic system, the problems preserved in the sphere of transport and trading in grain, as well as shortcomings of the agrarian policy, which hamper strengthening of the countries' positions on the global world market.

For the market development, the researchers propose to create special grain clusters in the region, to make super-national grain interventions, to pursue the coordinated export policy, whose fundamental provisions will consist in refusal from introduction of any restrictions for exports and a system of measures for state support of activities.

“The grain sector, which has a high investment potential is one of the most perspective for the economies of the Common Economic Space and Ukraine. Under condition of the grain economy modernization, the three countries - net exporters of the region are able to boost both nominal export volumes and the share in the world trading. In this connection, significance of coordinated measures for the grain sector development grows,” EDB Board Chairman Igor Finogenov comments.

For realization of the country's potential, the researchers developed a road map, based on the principles of competitiveness and the use of natural agro-climatic advantages of the three states. The proposed measures, as the authors of the review assert, create a reliable basis in order that incomes of agricultural producers of those countries stably grew and in 7-10 years they became guarantors of the world food security.
