Uniting of the customs and tax services into a single ministry, which is engaged in the revenue side of the budget, has been long overdue in Ukraine.

President of the Ukrainian Analytical Center Oleksandr Okhrimenko expressed such an opinion to UKRINFORM, commenting on creation of the Revenues and Duties Ministry.

"This had to be done long ago. Experience of western countries testifies to the fact that a single body should be in the country, responsible for all taxes and duties," Okhrimenko has said.

According to the analyst, at the expense of the fact that two structures were in the country, which from time to time were governed by different people, a certain conflict has emerged. And at the expense of this conflict, a number of entrepreneurs managed to find the ways for the unfair business conduct.

"Different departments, different instructions, different normative documents, and some persons took advantage of this, for instance, withdrawing the currency abroad at the expense of fictitious import. In addition, there were failures with the VAT refund," the analyst noted.

In Okhrimenko's opinion, after uniting, it will not be possible to refer to disagreement between different agencies.
