Ukrainian government blocks pseudo-import

The Cabinet blocked pseudo-import operations as a result of which considerable funds were withdrawn from Ukraine only over recent several months.
This year, about USD 10 billion were withdrawn from Ukraine as payment for imported goods, which actually were not supplied to Ukraine, UKRINFORM reports referring to the government portal.
"In order to avoid such schemes in the future, allowing to deplete the national economy, the Cabinet of Ministers made amendments to a Procedure for determining the terms and conditions of the import operation completion without removal of goods to the territory of Ukraine," a statement reads.
In particular, a norm is excluded, which was used by economic entities for groundless withdrawal of the currency funds abroad. Money was withdrawn from Ukraine allegedly for the purchase of goods, which should be supplied to third countries, but buyers settled for those goods by promissory notes, debts on which, as a rule, were fictitious. But the operation was considered to be completed and was removed from control by an authorized bank.
Such actions allowed shirking responsibility for violation of the law in the currency control sphere.
The government also plans to strengthen control over observation of the currency law and complete declaring of taxes by importing companies.
