Yesterday in a meeting of the agriculture members of AM CHAM with the director of the department for Russia and Eurasia, Ms. Betsy Hefner, the regular criticism of Ukrainian monopolization and manipulation of grain exports, failure to refund VAT and other sore points were repeated. Unfortunately, even though Ukraine promised the EBRD, in Davos, to the IMF and to anyone willing to listen that it plans to liberalize its economy, nothing seems to be happening.
