Kommersant published a story which confirms that only some private individuals are personally benefitting from Ukraine’s grain export policies. At a press conference of the newly created government grain trading entity Zerno Ukrainy, which took over ownership of Khlib Ukrainy, and its’ affiliate KhlibInvestBud, which has the monopoly on government purchases as well as sales, the affiliate is not fully owned by the government. Given that government has destroyed a level playing amongst grain traders this means that only some are receiving benefits from the current policy. Also given that the Minister of Agriculture and other government members keep finding ways to extend the quotas we feel that finger points at government members, and not at political outsiders.
