Traders propose not to spread "single window" rule to grain

Grain traders are preparing the draft law aimed at abolishment of a "single window" system for grain supply. A practice introduced since January 1 led to lack of loading of 2 million tons of grain this season.

President of the Ukrainian Grain Association (UGA) Volodymyr Klymenko has said at the All-Ukrainian Agroforum 2012, which has opened on Tuesday in Kyiv, an UKRINFORM's correspondent reports.

"A "single window" became a deterrent of entrepreneurship activities instead of being its accelerator. In particular, market operators suffered from this, which face sending of grain abroad every day. Currently, a procedure for drawing up the grain cargo is delayed for three days for them, and in some cases - to 7-10 days with all consequences," the UGA President has said.

According to him, this became the national problem, since according to specialists, due to the paper chase every month grain traders fail to load approximately 500,000 tons of grain. "This threatens with lack of the currency supply, economic losses of traders and agricultural producers, on which those expenses fall. Due to this reason, instead of 3-3.2 million tons, which we could send for export every month, we are not able to exceed the amount of 2-2.5 million tons since the year start," the expert accentuated.

He also informed that in Ukraine, there is 12 million tons of grain at storage facilities as of the end of the marketing year. "We now are completing the year with unprecedented carry over stocks, as a result of all our activities. More than 12 million tons of grain remains at storage facilities as of July 1, which exceeds previous indexes by minimum twofold," Klymenko emphasized.

As reported, about 950,000 tons of grain was exported from Ukraine in May 2012 (as of May 15).
