Land reform closely connected with agriculture efficiency - expert

There is no risk estimation in the draft law "On the Land Market." They will be and very serious, and they will not avoid making an impact on the sector efficiency.

This opinion was expressed by Director of the Institute of Civil Society Anatoliy Tkachuk during a round table in Kyiv, an UKRINFORM's correspondent reports.

"The issue of the land reform cannot be regarded separately from the issue of agriculture efficiency and, respectively, development of rural territories," the expert emphasized.

According to him, the land reform has actually taken place, and all talks about it are nonentity. "In four regions of Ukraine, over 80% of lands are taken on lease by agroholdings, and only in three region this amount makes up to 20%," he believes.

In continuation of the theme, legal adviser of the USAID project AgroInvest Pavlo Kulinich noted that if a moratorium for the sale of farm lands is lifted since January 1, 2013 - it will be no worth. "We should do this, this issue has become "overripe" long ago," the expert believes.

According to his estimates, currently in Ukraine, two groups of potential buyers of farm lands have formed. Agroholdings are among the first buyers, which are able to purchase lands. The rest are small and medium-size agricultural producers. But they are limited financially. In Kulinich's conviction, a balance of interests is possible under legislative proportionment of agroholdings' appetites and state support of medium-size and small farming enterprises.

The experts believe that the draft law on the farm land market is not perceived by the society today.

In turn, Deputy Chairman of the State Agency of Land Resources of Ukraine Yevhen Berdnikov says that the market is always a balance. "If there is no balance - the market will not work. A point of balance between the economy and the socium is absent in the draft law," the agency representative believes.

He noted that there is not a homogeneous structure in the draft law, it consists of separate blocks. "The main block, up to 70% of norms, concerns trading in land," the official summed up.
