Ukrainian economy needs creation of the investment activity index. This opinion was expressed by Director of the Economics and Forecasting under the National Science Academy Valeriy Heyets, when he was commenting on a statement made by State Tax Service Chairman Oleksandr Klymenko about development of the investment activity index.

"If to speak about the index, it is necessary..." Heyets says.

According to him, those indexes, which exist in the world practice, are unified in a certain way, "but only in a certain way, because, as a rule, they are developed by specialists of those countries, who are leaders in this process."

At the same time, Heyets noted an impact of the tax rate and its administration on business. "It is not necessarily that by reducing taxes it is possible to get raising of investment activity, or through raising them - to get the opposite," the expert believes. "But as concerns activities in the part of the tax administration, where the tax service stands as a state body, stands on the cross section of realization of certain interests and problems existing in the budget, state interests, and on the other part - it works with business, it is very important," he says.

As UKRINFORM has already reported, due to insufficient representation of business climate ratings, used in Ukraine, the State Tax Service decided to create its own, alternative index of investment activities, which will comprise representatives of all types of business in Ukraine.
