Government bans oil and gas exports in 2012

The Cabinet of Ministers of Ukraine has set a zero quota on exports of domestically produced crude oil in 2012. This is stipulated in a respective government resolution of December 26.

According to the document, the quota for exports of natural gas produced in Ukraine has not yet been set. It is planned to set the quota in accordance with the predicted annual balance of the receipt and distribution of natural gas, which has been approved by the Cabinet of Ministers.

The resolution also stipulates that if the quota for oil exports is increased, respective licenses will be issued taking into account the decision by a special commission set up by the Ministry of Economic Development and Trade, whereas in 2011 licenses for exports of natural gas and oil were issued upon agreement with the concerned ministry.

In 2010 and 2011, natural gas and oil produced in Ukraine were in the list of goods subject to licensing, but the volume of quotas for their exports was not approved.

According to the Customs Service of Ukraine, in January-November 2011, as well as in 2010, exports of crude oil and oil products from Ukraine were not conducted. These products were last time exported from Ukraine in 2009, when 7,500 tons worth USD 2.3 million were supplied to Poland and Moldova.
